Despite a robust federal and provincial disaster governance framework—anchored by the National Disaster Management Authority (NDMA), Provincial Disaster Management Authorities (PDMAs), and the Pakistan Meteorological Department (PMD), significant gaps remain at the local level. While these agencies issue weather related early warnings and pass them through District Disaster Management Authorities (DDMAs), the “last mile” delivery to Village Councils and villages remains slow and poorly understood. The comprehensive disaster management architecture from PMD’s early warning systems to NDMA/PDMAs coordinating alerts and DDMAs acting at the district level falters at the grassroots. Alerts often fail to reach Village Councils and villages promptly, and when they do, the messaging is poorly understood. Even when understood, timely action often does not follow, either due to lack of preparedness or because the alerts are not taken seriously, leaving at-risk populations without the knowledge or time to prepare.
